HOW DO YOU GET INTO THE CIVIL SERVICE?
Access to the civil service is through a recruitment competition.
Recruitment competitions for vacant and temporarily vacant public management and executive positions:
HOW IS THE COMPETITION ORGANIZED?
- it’s organized by the public authorities and institutions, whose leaders have the competence to appoint in the public positions for which the competition is organized
- the public authorities and institutions have the obligation to notify the National Agency of Civil Servants regarding the organization of a competition at least 15 working days before the date of publication of the competition notice, respectively 5 working days before the date of publication of the competition notice
ANNOUNCEMENT
- is posted on the website of the organizing institution and on the website of the National Agency of Civil Servants
- is public at least 30 days before the date of the competition. By way of exception, the period of 30 days may be reduced to 15 days for the competition organized for the purpose of filling public vacant executive or management positions.
COMPETITION TESTS
- selection of registration files: the competition committee selects the competition files based on the fulfillment of the conditions for participation in the competition
- written test: writing a paper and / or solving multiple choice questions
- interview: the candidates' abilities, skills and motivation are tested
- only the candidates declared admitted to the previous test can appear at the next test
- * additional tests (if specific conditions have been established that require the possession of specific competencies that cannot be assessed in the other tests)
SCORE
- maximum score (written test and interview): 100 points
- minimum required score:
• 50 points, in the case of competitions organized for the occupation of public executive positions;
• 70 points, in the case of competitions organized for holding public management positions;
- the final score is calculated by summing the scores obtained at the written test and interview;
- the candidate who obtained the highest score among the candidates who competed for the same public position is considered admitted to the competition for filling a vacant public position, under the condition that they have obtained the minimum necessary score.
APPEALS
- after displaying the results obtained at the selection of the files, the written test or the interview, the dissatisfied candidates can appeal.
- the commission for solving the appeals admits the appeal modifying the result of the selection of the files, respectively the score granted by the competition commission, as the case may be, in the situation where:
• the candidate meets the conditions to participate in the contest, in case of appeals against the result of the selection of files;
• finds that the score given by the commission for solving the appeals at the written test, respectively at the interview, is higher than the one given by the competition commission.
- the appeals commission rejects the appeal in the following situations:
• the candidate meets the conditions to participate in the contest, in case of appeals against the result of the selection of files;
• finds that the score given by the commission for solving the appeals at the written test, respectively at the interview, is higher than the one given by the competition commission.
