Who are we? The National Agency of Civil Servants (NACS) is the public institution of the central public administration that ensures the record and management of the civil service and civil servants, elaborating the frameworks of competence, policies and strategies, as well as regulatory acts draft in the field. NACS has a permanent collaboration with Romanian public institutions and authorities by providing specialized assistance to human resources departments in the application of specific legislation, but also by monitoring and controlling the application of it. The Agency operates under the Ministry of Development, Public Works and Administration (MDPWA), headed by a President, with the rank of Secretary of State and a Vice-President, with the rank of Under Secretary of State. What is NACS's mission? The Agency supports the development of a professional, well-trained, politically neutral civil servants' body capable of assimilating and mastering its performance standards at European Union level in order to make the public administration more efficient and improving relations between the administration and its main beneficiaries, the citizens. To whom do we address? The activity of the National Agency of Civil Servants is addressed to public authorities and institutions, civil servants, as well as trade union organisations, academia, the associative environment, the media, organisations or national and international bodies in the field. In its efforts to promote performance in public administration, the National Agency of Civil Servants considers the human factor as a strategic resource, based on the orientation towards continuous development and improvement.
