Source of funding: The project is co-financed by the European Social Fund Plus (ESF+) through the Technical Assistance Program (PoAT) 2021–2027.

Implementation period: 30 months, from 28 August 2026 to 28 January 2029.

Total project value: 2,507,075.88 RON, of which the eligible non-reimbursable amount from the ESF+ is 1,319,892.53 RON, the eligible non-reimbursable amount from the national budget is 446,656.76 RON, and the beneficiary’s eligible co-financing amount is 740,526.59 lei.

The project aims to:

The overall objective of the project is to strengthen the competences of staff within the coordination, management and control system, with a view to increasing resilience and the absorption of European funds.

Project objectives:

·         Strengthening the competences of staff involved in the management of European funds through specialized training in areas such as innovation and digitalization, data governance and strategic programming.

·         Strengthening the leadership, resilience and organizational management competences of staff involved in the management of European funds, with a view to improving their capacity to coordinate teams and manage change.

Main project activities:

• Implementation of 4 training programs:

–      Program 1 – Innovation and Digitalization in the Context of the Coordination, Management and Control of European Funds

–      Program 2 – Data Governance

–      Program 3 – Leadership and Resilience in the Management of European Funds

–      Program 4 – Strategic Programming – From Strategy to Implementation

• Organization of four consultation and analysis focus groups.

• Implementation of an individual coaching program for 20 participants.

The project targets approximately 280 participants from the Ministry of Investments and European Projects – horizontal structures, Managing Authority for Technical Assistance Program (MA PoAT), Managing Authority for Health Program, Managing Authority for Sustainable Development Program, Managing Authority for Smart Growth, Digitalization and Financial Instruments Program, Romanian Court of Accounts – Audit Authority, Ministry of Finance – Certifying and Paying Authority, as well as institutions performing the role of Intermediate Bodies for the Managing Authorities included in the target group.

Expected project results:

• 1 impact analysis of the training delivered under the four training programs;

• 1 analysis of competence-strengthening actions;

• 4 focus group reports;

• 4 focus groups organized;

• 1 individual coaching program implemented;

• 2 promotional events organized;

• 10 training sessions implemented.
