The redistribution of civil servants is a means of occupying a civil service position from the reserve body of civil servants, at the request of the heads of public authorities or institutions.
Redistribution is carried out to a vacant or temporarily vacant civil service position, based on the information/proposals submitted by the National Agency of Civil Servants.

•    The civil service position must be:
o    at the same level, while maintaining the civil servant’s category, class and professional grade;
o    at a lower level, subject to the civil servant’s written consent.
•    The civil servant must meet the education and professional experience requirements prescribed by law for occupying the civil service position.
•    The civil servant must provide, by means of a certificate or, as applicable, another type of document, proof of completion of a professional development or specialization program expressly required by law for occupying certain civil service positions.

•    A professional assessment may be organized by the public authority or institution where the vacant or temporarily vacant civil service position is located. The redistribution procedure, as well as the procedure for conducting the professional assessment for the purpose of redistribution are established by order of the President of the National Agency of Civil Servants, published in the Official Gazette of Romania, Part I.
•    The redistribution of civil servants from the reserve body is ordered by the President of the National Agency of Civil Servants, upon the proposal of the heads of the public authorities or institutions, for the civil servant who has been declared successful following the professional assessment.
•    Redistribution to a senior civil service position is carried out by decision of the Prime Minister, in accordance with the appointment competence, upon the proposal of the heads of the public authorities or institutions where the vacant or temporarily vacant civil service position is located.
