HOW TO ACCESS THE CIVIL SERVICE?

Access to the civil service is by recruitment competition.
Recruitment competitions are held to fill vacant and temporarily vacant managerial and executive posts.

HOW IS THE COMPETITION ORGANIZED?

- shall be organized by the public authorities and public institutions whose heads have the power of appointment to the public posts for which the competition is organized
- public authorities and public institutions are obliged to notify the National Civil Servants Agency of the organization of a competition at least 15 working days before the date of publication of the competition notice, respectively 5 working days before the date of publication of the competition notice.

AD

- be posted on the website of the organizing institution and on the website of the National Civil Servants Agency

- is made public at least 30 days before the date of the competition. By way of exception, the deadline of 30 days may be reduced to 15 days for competitions organized to fill temporarily vacant executive posts. 

COMPETITION TESTS

- selection of applications: the selection board selects the applications on the basis of whether you meet the conditions for admission to the competition.
- written test: you will be required to write a paper and/or pass a series of written tests 
- interview: testing candidates' abilities, aptitudes and motivation
- only candidates who have passed the previous test may sit the next test.
- additional tests (if specific conditions have been laid down which require you to have specific competencies which cannot be assessed in the other tests).

SCORE

- maximum score (written test and interview): 100 points
- pass mark:
  - 50 points, in the case of competitions organized to fill executive posts 
  - 70 marks for competitions to fill management posts. 


- The final mark will be calculated by adding together the marks obtained in the written test and the interview.
- the candidate who has obtained the highest mark out of all the candidates who have competed for the same post shall be admitted to the competition for a vacant post, provided that they have obtained the pass mark in the tests.

CONTESTS

- after the publication of the results of the selection of applications, written test or interview, dissatisfied candidates may lodge an appeal. 
- the selection board will admit the appeal, modifying the result of the selection of applications and the marks awarded by the selection board, where appropriate, if: 
  - you meet the conditions for admission to the competition in the case of appeals against the result of the selection of applications; 
  - finds that the marks awarded by the selection board for the written test and the interview are higher than those awarded by the selection board. 


- the selection board will reject your appeal if 
  - the candidate does not meet the conditions to take part in the competition in the case of an appeal against the result of the selection of files
  - it finds that the marks awarded by the selection board for the written test and the interview are the same as or lower than those awarded by the selection board.
