MOBILITY IN CIVIL SERVICE
● Mobility through rotation refers to the method of amending the service relationships of senior civil servants and management civil servants holding management civil service positions in central public administration referred to in Article 374^2(6) of the Administrative Code, whereby they change the position to which they are appointed, while remaining within the civil service body and, as applicable, within the category of senior civil servants or management civil servants.
● Mobility through rotation is carried out in compliance with the principles of legality, impartiality, objectivity and transparency.
● Mobility through rotation may be:
-mandatory mobility through rotation;
-voluntary mobility through rotation.
● Mobility through rotation is carried out:
-to another public authority/institution;
-within the same public authority/institution.
● Mobility through rotation of the senior civil servants referred to in Article 3742 (1) of the Administrative Code is carried out only to another public authority/institution within central public administration.
● Mobility through rotation of management civil servants in the public authorities and institutions referred to in Article 385(1) of the Administrative Code is carried out only to a position for which they meet the education and professional experience requirements, at the same level as or equivalent to the position held, among those provided for in Article 385(1). By way of exception, mobility may also be carried out to a lower-level position, under the conditions laid down by the Administrative Code or where the civil servant subject to mobility opts for such a position.
