PROMOTION IN THE CIVIL SERVICE

WHAT IS PROMOTION?

Promotion is the way to develop the career of civil servants.

WHAT ARE THE PROMOTION METHODS?

- in professional grade: in the next higher professional grade
- in grade: following the award of a higher-level diploma in the field of specialization in which he or she is working or in a field considered useful for the performance of his or her duties by the head of the public authority or institution.
- in a senior public post.
- senior civil servant.

 

IMPORTANT:

- promotion in grade and promotion in step are not conditional on the existence of a vacant post.
- promotion to a senior civil servant and promotion to a managerial civil servant are subject to the existence of a vacant post.

1. HOW IS PROMOTION IN PROFESSIONAL GRADE?

General information:
- public authorities and public institutions shall organize competitions or examinations, within the allocated budgetary funds, by transforming the post occupied by the civil servant following promotion in the competition or examination
- the job description of the civil servant who has been promoted in professional grade shall be supplemented by new duties and responsibilities or, where appropriate, by increasing the complexity of the duties exercised
- if the civil servant who has been promoted occupies a temporarily vacant public post, the post occupied shall be converted until the date of termination of his service
- competition boards or boards to settle appeals shall be set up by administrative act of the head of the public authority or institution. The notice of the competition or examination for promotion in professional grade shall be published at the place of the competition/examination and on the website of the organizing public authority or institution, in the special section set up for that purpose, at least 30 days before the date set for the written test.

Conditions:
- at least 3 years' seniority in the professional grade of the civil service from which you are being promoted
- have obtained a minimum number of credits through participation in training, further training, seminars, conferences, exchanges of experience or study visits, in accordance with the law, or have followed a course of further training of at least 30 hours' duration during the last 3 years of employment
- at least a 'good' mark in the assessment of individual performance over the last 2 years of activity;
- not have an unsanctioned disciplinary sanction in accordance with the Administrative Code.

2. HOW TO PROMOTE IN CLASS?

General information:
- Public authorities or public institutions may organize a promotion examination in grade for civil servants who meet the conditions laid down by law, insofar as they consider that the conversion of the post occupied by the civil servant to a post with duties corresponding to higher level studies is useful to the public authority or institution.
- Examination commissions shall be set up by administrative act of the head of the public authority or institution.
- The notice of the examination shall be published at the place of the examination and on the website of the organizing public authority or public institution, in the special section created for this purpose, at least 15 days before the date set for the written examination.
- the public authorities and public institutions shall organize the promotion examination within the allocated budgetary funds
- the post occupied by the civil servant shall be converted on passing the examination into an executive civil servant post in a higher grade in a higher class, at assistant professional grade.
- promotion in grade may not be made to a civil service post of auditor or legal adviser.
- the job description of the civil servant who has been promoted in grade shall be supplemented by new duties and responsibilities corresponding to the higher-level studies or, where appropriate, by increasing the complexity of the duties exercised.
- if the civil servant who has been promoted occupies a temporarily vacant public post, the post occupied shall be converted until the date of termination of his/her service

Conditions:
- to have acquired, after entering the civil service, a higher education degree in the specialty in which he/she is working or in a field deemed useful for the performance of his/her duties by the head of the public authority or institution;
- not have an unspent disciplinary sanction under the conditions provided for by the Administrative Code.

3. HOW DO YOU GET PROMOTED TO A SENIOR PUBLIC POSITION? 

Conditions:
- To be appointed in a public function of class I;
- 5 years' seniority in the field of studies necessary for the exercise of the public function, for the public managerial posts of head of office, head of service and secretary-general of the municipality, and specific public functions equivalent to these;
- 7 years' seniority in the field of studies necessary for the performance of the public function, for the occupation of a public managerial post other than those mentioned above
- meet the educational requirements and the specific conditions required for the performance of the duties
- are graduates with a Master's degree in public administration, management or in a field specializing in the studies required for the performance of the duties of the public office;
- they must not have been convicted of a disciplinary disciplinary disciplinary penalty which has not been upheld under the conditions laid down in the Administrative Code
- to have obtained a minimum number of credits through participation in training programs, refresher courses, seminars, conferences, exchanges of experience or study visits, under the conditions of the law, or to have followed a form of professional refresher course lasting at least 30 hours in the last 3 years of activity.
- The system of credits required for promotion shall be regulated by Government decision, at the proposal of the National Agency of Civil Servants.
