Decision-making transparency: Draft Government Decision for the approval of the Recruitment Plan for public servants and the Promotion Plan for managerial public positions, for the period 2024-2025

On July 9, 2024, the draft Government Decision for the approval of the Public Servants Recruitment Plan and the Public Servants Promotion Plan for the period 2024-2025 was published on the ANFP website, in the decision-making transparency section.

Proposals, suggestions, or opinions with a recommendation value regarding the draft normative act subject to public debate can be submitted via:
- the online form;
- by email: comunicare@anfp.gov.ro;
- by mail: Bd. Mircea Vodă no. 44, section III, sector 3, Bucharest, postal code 030669;
- at the institution's Registry,
within 10 calendar days from the publication of the announcement.

We reiterate, for the institutions and public authorities that have communicated to ANFP the need for human resources in public positions and the need for managerial public positions allocated for promotion for the period 2024-2025, but which have not completed the approval stage regarding the specific competency frameworks for the reported vacant public positions, the prompt submission of the request for the approval of the specific competency frameworks; otherwise, the public positions in question will not be included in the recruitment plan for public servants/the promotion plan for managerial public positions, as applicable.At the same time, we remind you that according to the provisions of art. 15 of Annex no. 10 to the Emergency Ordinance of the Government no. 57/2019 regarding the Administrative Code, with subsequent amendments and completions, the forecasting of the necessary human resources for public office is carried out for a period of two years, based on the job analysis report provided in art. 27 para. (1) lit. b) and art. 29 of Annex no. 8 to the Administrative Code, as well as based on the analysis of data and the institutional personnel deficit.
