Who are we?
national agency of civil servants (nacs)
NACS is the central public administration institution responsible for the record-keeping and management of the civil service and of civil servants.
The Agency develops competence frameworks, policies and strategies, as well as draft normative acts in the field. The Agency works closely with public institutions and authorities in Romania, providing specialized assistance to human resources departments in the application of specific legislation, while also monitoring and overseeing its implementation.
NACS operates under the Ministry of Development, Public Works and Administration (MDPWA) and is led by a President, with the rank of Secretary of State, and a Vice-President, with the rank of Undersecretary of State.
The main responsibilities of the institution are set out in Article 401 of the Emergency Ordinance No. 57/2019 on the Administrative Code.

Mission
As the guarantor of civil service values, NACS is committed to building and strengthening a coherent and innovative human resources management system in public administration, ensuring that it meets citizens' needs efficiently and effectively.
Our mission focuses on three key areas:
1. A better human resources management system - We propose modern HR managing approaches and clear, evidence-based policies. We support civil servants in becoming more effective in their roles.
2. Supporting public institutions - We assist public institutions in managing their personnel effectively. This includes workforce planning, selecting the right people through a transparent, competency-based national competition and providing guidance for HR processes.
3. Upholding civil service values - We ensure that all HR practices in public administration comply with the law and bring real benefits to citizens. As guarantors of civil service values, we uphold these values to ensure that the civil service delivers value to citizens.
Address
The activity of the National Agency of Civil Servants addresses public authorities and institutions, civil servants, as well as trade unions, the academic community, associations, the media, national and international organizations and bodies in the field.
In its efforts to promote performance in public administration, the National Agency of Civil Servants considers the human factor as a strategic resource, with a focus on continuous development and improvement.
