Subject: Interinstitutional cooperation in the field of civil service training began in 2014 through a Cooperation Agreement, focuses on joint professional development activities and the exchange of expertise in civil service and civil servants management.

Established in 1994, NISPAcee is a non-profit, non-governmental organization addressing public administration challenges in Central and Eastern Europe. The National Agency of Civil Servants (NACS) was an institutional member of NISPAcee from 2011 to 2019.

Since July 2011, the National Agency of Civil Servants (NACS) has been a member of the ERT network. This network brings together accredited European training institutions that deliver reciprocal training programs aimed at strengthening public administration and supporting the development of European public policies.

Member institutions offering exchange programs include the Civil Service College (United Kingdom), the École nationale d’administration (France), the Federal Academy of Public Administration (Germany), the Netherlands Institute of Public Administration, the National Institute of Public Administration (Spain), and the Federal Chancellery (Austria).

As a member, NACS was responsible for disseminating information on the training programs offered by other ERT members.

IASIA is a non-profit association of institutions and individuals whose activities and interests focus on public administration and management. It promotes cooperation among its members with the aim of strengthening their capacity to enhance the administrative capabilities of public institutions and authorities, organizations, agencies, and various enterprises.

The National Agency of Civil Servants (NACS) was an institutional member of IASIA from 2009 to 2017.

Since 2003, cooperation with the Council of Europe (CoE) has included the participation of NACS representatives in the meetings of the Committee of Experts on democratic participation at local and regional level. Within this forum, discussions have focused on citizen participation in decision-making at local and regional levels, strengthening democracy, and the development of a handbook on ethical governance at the local level under the auspices of the Council of Europe.

Since 2000, the SIGMA program (Support for Improvement in Governance and Management), a joint initiative of the OECD and the European Union, has provided technical assistance to the National Agency of Civil Servants (NACS) in key areas:

·         Development of primary and secondary legislation on the civil service and civil servants;

·         Conducting an evaluation of NACS’s activities for 2004, at the request of the European Commission;

·         Support in amending and supplementing Law No. 188/1999 on the Statute of Civil Servants;

·         Support in drafting the law on the unified salary system for civil servants;

·         Organization of international conferences and workshops on topics such as civil service remuneration in Europe, public integrity, anti-corruption measures, and quality in public services.
