Developing the general digital competence framework for civil servants in Romania

Project objective:
Defining digital competences for civil servants in Romania in order to revise the general competence framework regulated by the Administrative Code, in the context of the digitalization of public administration.
Main project activities:
Activity 1: Carrying out an assessment of the digital competences needed in the Romanian civil service (competence mapping exercise), taking into account relevant policies at national and European Union level.
Activity 2: Developing a digital competence framework for the Romanian civil service.
Activity 3: Elaborating recommendations for the introduction and operationalization of the digital competence framework, including proposals for tools for its integration into human resources management processes.
Activity 4: Develop institutional capacity for implementing the digital competence framework, facilitate experience exchange events and propose key curriculum elements for a set of learning and development programmes.
Activity 5: Develop a final report on lessons learned, so that other EU Member States can develop a digital competence framework based on the Romanian model.
