Milestone 177 - Interactive and collaborative platforms for standardized human resources management in the central public administration are established and operational

SIMRU


Project presentation

SIMRU is a comprehensive internal management platform, used internally by public authorities and institutions to carry out human resources management processes, similar to the HR platform used at the European Commission - SYSPER, which will include automated/standardized internal HRM processes such as: personnel administration data, organizational management, time management - time clocking, leave requests, training records, objective setting, reporting, etc.
This system will ensure:
- Delivery of integrated human resources management services for the central public administration, through an integrated platform for the management of documents and data related to employees and employers, collaborative elements - self-service (access to digital professional file for the employee, generation of certificates - automated, administrative record, validation of study documents, etc.) and self management (direct update by the civil servant of his/her own professional file),
- services for reporting on budgetary records, public administration personnel management, salary income, career elements/ in order to inform government public policies (Open Government Data),
- analysis on the extension of SIMRU with an integrated financial services (IFS) module associated with human resources for central public administration (attendance management/management and payment of salary entitlements for central government, at least for civil servants, with voluntary adhesion of local government).

 

Investment 10 - Digital transformation in civil service management

The objective of this investment is to improve the civil service by reducing bureaucracy and increasing the quality of public services through a well-trained and professional civil service. This investment is linked to Component 14 (Good Governance).
The investment consists in operationalizing two interoperable platforms:
- e-NACS - development and extension of the civil service management platform (central, territorial, local level) for all career related processes (recruitment, evaluation, promotion, exit from the public system, based on a standardized competency framework and standardized job descriptions) and interconnection with partner institutions;
- SIMRU (Integrated Human Resources Management System) - development of the internal management platform for public authorities for human resources processes (personnel data management, organizational management, time management, target setting and reporting).

 

Milestone 177 - Interactive and collaborative platforms for standardized human resources management in central public administration (SIMRU, e-NACS) established and operational.


Milestone description:
The collaborative platforms (e-NACS and SIMRU) will cover all processes from on-boarding-recruitment to appraisal, promotion, exit from the public system, based on the competency framework model and standardized job descriptions.
