Project presentation
The phased organization of the national competition for other categories of public positions in the public administration, other than those already piloted, will be done after an analysis and based on the positive experiences of the pilot phase of the national competition for new entrants and senior civil servants. A phased organization of the national competition for other categories of civil servants is envisaged, in accordance with the legislation in force (minimum 2 national competitions per year for minimum 3 categories of civil servants/classes/grades at the time of the competition) - categories to be determined following analysis and consultation on institutional needs and recruitment plans developed within the public institutions.
The phased transition will include the outsourcing of skills testing services (psychometric, aptitude, IT and language skills testing, advanced testing) and the subsequent transformation of the NACS into a national testing (preliminary and advanced) and skills assessment centre.
Budget: 8.000.000 EURO (Milestone 416 and Milestone 417)
Reform 3 - Effective Human Resources Management in the Public Sector
The objective of the reform is to modernize the management of the civil service, promoting a new transparent and inclusive recruitment system, using a competency framework adapted to the realities of the public sector, in direct correlation with the institutional needs and the needs of the citizens and the business environment they serve. These reform measures will be carried out in tandem with a strong digitization of the public sector and the acquisition of digital competences among civil servants.
The following specific actions will be undertaken as part of this reform:
1. Conduct an ex-post analysis of the national (pilot) competition for the selection of two categories of civil servants in central government.
2. Conduct at least two national competitions annually for the recruitment of civil servants for at least 3 categories/grades of civil service.
3. Adoption and entry into force of two legislative acts on human resource management:
(i) the first of these will introduce changes in the career management of civil servants to make it based on meritocracy;
(ii) The second will regulate the management of contract agents in the public administration.
4. Operationalization of the competency frameworks in the central public administration, which will include the preparation and adoption of legislation and its effective implementation.

Milestone Description:
The national (pilot) competition for the selection of two categories of civil service positions in the central government will be organized and finalized in accordance with the procedures approved by the Government. After the pilot project, an ex-post analysis of the results and impact achieved will be carried out, the results of which will allow the adaptation of the national recruitment competition on a larger scale.

Milestone Description:
The following will be achieved:
- Approval by the Government of the procedure for the organization and conduct of the national competition extended to the other categories of general public positions in the public administration (in addition to those covered by the pilot project), in accordance with the legislation in force.
- Analyses based on data collection, studies, surveys and recruitment plans to determine how to operationalize the national competition will be carried out prior to the preparation of the draft legislative act.
- Organization and finalization of two national competitions.
