Project presentation
- The National Recovery and Resilience Plan proposes both a broad intervention in terms of digitization of public services for citizens and businesses and digitization of the internal operations of public administration, in order to increase efficiency, transparency and institutional resilience.
- According to the analyses carried out in the context of the foundation and development of public policy in the field of e-government, the digital skills of civil servants are insufficient for the digitization of public services and internal operations of the administration, and the development of their skills is one of the complementary measures for the implementation of e-government.
- The training of public administration staff will ensure the increase of the level of digital competences in the Romanian public administration, thus contributing to the success of the measures for digitization of public services and internal operations of the administration and will allow for increased institutional efficiency and resilience.
Investment 16 - Advanced digital skills training program for civil servants
The objective of this investment is to enhance the advanced digital skills of civil servants with the aim of supporting the digitization of public services by improving the availability of skilled manpower for internal ICT operations.
A training needs analysis has been carried out in advance.
Target 185 - Civil servants having followed a digital training course
Target description:
30,000 civil servants participate in advanced digital skills training (e.g. database administrators (SQL, MySQL, etc.); system administrators; operational analysts; data analysts; cross-platform programmers) and 2,500 senior civil servants participate in leadership and talent management training.
